On November 15, 2018 the Postal Regulatory Commission (PRC) approved the Postal Service™  request for price changes to take effect on January 27, 2019.  In addition to price changes, the notice includes structure changes, postage statement updates, and technical specification updates.   

The Postal Service™ notified the PRC of its intent to defer the implementation of the new DIM weighting provisions for Retail and Commercial Priority Mail® and Priority Mail Express®, and Commercial Parcel Select®, for all zones and entries. These DIM weighing provisions will be delayed until June 23, 2019.

Further, effective January 27, 2019, the balloon pricing currently applying to Retail and Commercial Priority Mail Zones 1 – 4 and to Commercial Parcel Select all zones and entries will be eliminated, and the current DIM weighting provisions for Retail and Commercial Priority Mail Zones 5 – 9 will be retained.  First-Class Package Services will move from a weight based product to a zone and weight based product.

Postage Statement Usage

As of January 27, 2019, new postage statements are required for:

  • First-Class Mail®, PS Form 3600-FCM
  • Package Services, PS Form 3605-R
  • Priority Mail, PS Form 3600-PM
  • International Mail, PS Form 3700
  • Electronic Verification System Permit Imprint, PS Form 3560

New prices are required for all mailings, no exception.   Customers are required to transition to the new postage statements beginning January 27, 2019. Customers who cannot make the change to the new postage statements by January 27, 2019, must apply for an exception through their local BMEU office following the instructions for the January 2019 Price Change Postage Statement Exception Process posted on PostalPro at https://postalpro.usps.com/Releases/Jan2019Release/psexceptioninstructions

Plant-Verified Drop Shipment Mailings

While the changes to prices and postage statements are effective January 27, 2019, the PostalOne! system will have a software release on January 13, 2019 to enable mailers to begin uploading new and postage statements for mailings that will drop after the effective date.

In conjunction with the upcoming price change occurring on January 27, 2019, plant-verified drop shipment (PVDS) mailings will be verified and accepted as follows:                                      

Current Prices — PVDS mailings verified and paid for on or before January 26, 2019, using the current prices, will be accepted at destination entry postal facilities through Monday, February 11, 2019, when presented using eInduction® or eVS® processes,  or with appropriate verification and payment documentation (PS Form 8125 or PS Form 8017).

New Prices — PVDS mailings may be verified and paid for beginning January 13, 2019, using the new prices, provided the shipments, when presented using eInduction® or eVS® processes, or with appropriate verification and payment documentation (PS Form 8125 or PS Form 8017), are not deposited at destination entry postal facilities before January 27, 2019.

  • For mailings with electronic documentation, mailers must enter a Mail Arrival Date that is on or after January 27, 2019.
  • For mailings with hard copy postage statements, USPS® acceptance employees must enter a Mail Arrival Date that is on or after January 27, 2019.

Post Offices are closed and there is limited delivery of some package products, including Priority Mail Express.
